General Rules

General Conditions & Regulations:

Article 1- Organizer
IPAS exhibition will be held by NAJI PAS Co. dependent on NAJA Cooperative Foundation for 4 days from Sep 27, 2010 to Sep 30, 2010  

Article 2- General Goals of Holding IPAS Exhibition

-          _ Providing job fields and increasing internal production;

      - Providing a suitable domain for attending foreign and domestic investment and partnership with national plans   and projects;

      - Using appropriate and accurate technologies to reduce finished prices of goods and optimized production and preparing economic savings;

      - Economic, social and cultural flourishing and prosperity;

      - Updating and promoting quality and quantity of police equipment, and using new technologies;

      - Omitting intermediates, and providing direct contact between users and suppliers through marketing;

      - Amending and improving process of purchase;

      - Making producers competitive to provide logic connection between different industries;

     - Introduction to newest international technologies and outcomes in the field of police, safety and security equipment, and performing adjustable operation with internal needs;


Articl 3- Equipment Categorization & Services to be Offered in IPAS Exhibition

Telecommunications & Computer
Telecommunications systems, transceiver systems, data processing systems, audio and video systems, wireless systems, radar systems, fiber optical, satellite equipment, types of sensors, alive-finder system, security control systems of air routes, airports, boundaries, critical centers and etc, tracing systems, GPS sets, operating systems with higher safety coefficient, computer and internet security systems, geographical data systems.

Transportation
Ground : heavy and light vehicles, emergency reaction equipment, personnel carrier and tanks, special vehicles, motor cycle;

Air : t

ypes of light aeroplains, types of helicopters;

Marine : types of multi-purpose motorized boats, types of boats, types of marine motors, etc;

Weapons & Ammunitions
Types of cool and warm weapons, types of explosive materials, tear gas, anti-rebellion equipment, bomb & mine deactivation equipment, etc.

Uniform & Clothes
Working dresses, fire-proof and water-proof dresses, special dresses of particular operations, anti-chemicals dresses, bullet-proof clothes, reflective dresses, types of shoes and boots, etc.

Light & Image Instruments
Film and picture processing systems, camera requirements, night view equipment, etc.

Traffic
Traffic control equipment, highways safety equipment, traffic signs.

Aid & Relief
Aid and emergency equipment, aid equipment in heights, surgery room equipment, road aid equipment, firefighting equipment, etc.

Educational & Consulting Systems
Consulting systems, designing and controlling protective systems, analysis in criminology, optimizing protective systems, educational systems, educational centers (military sciences), specific educational equipment, simulator systems, etc.

Other Fields
X ray equipment, crime discovery and anti-crime systems, police structures, fingerprinting equipment, bullet-proof glasses, types of locks, camping equipment, oil industry safety equipment, specialty presses in the related fields, etc.

Article 4- Conditions of Enrolment

     1-  Applicants of exhibition shall fill out the enrolment forms, then submit them to Secretariat of Exhibition before end of enrolment period (Sep. 1, 2010);

(It is necessary to complete forms No. 1,2,3,4,8)

     2- Applicants shall determine and announce their desirable pavilions. Accordingly, plan of saloon and also their meters are predicted so that the applicants can select their own pavilions by referring to this site;

     3- The received requests without offering enrolment form are not affected;

     4- Pavilion of goods representation will be delivered to the applicants within designated time;

    5- Increasing area of pavilion (compared to delivered area) is subject to offering new request, consent of agreement of exhibition executor and paying difference costs;

Note: Executive committee of exhibition has full power to accept or reject the requests of participants and the decisions are non-objectionable.

The participants have no right to transfer or change their own pavilions to others including real and legal entities.

Article 5- Payment of Enrolment Fee

     1- Applicant shall pay 50% of total pavilion costs or place of exhibition after delivery of application form and confirmation to exhibition committee;

      2- The remaining enrolment fee shall be paid by Sep. 3, 2010;

      3- Companies enrolled in exhibition up to July. 2, 2010 will enjoy 10% discount from pavilion rental costs;

Note: Facilities and services costs are not involved in discount.

    4- Exhibition executor is allowed to prevent from taking out of the exhibition the goods and belongings of  participants failing to pay their debts and completely settle the accounts in any reason;


Article 6- Renunciation from Enrolment 

      1- If renunciation is before final opportunity (Sep. 1, 2010) declared in enrolment form, the received amount after deduction of 40% from total rental of pavilion will be returned back after end of exhibition;

      2- In case the renunciation is after final opportunity

 (Sep. 1, 2010)

, even if the considered pavilion is transferred to another company, no payment will be returned back;

Article 7- Vehicles, Parking Lot & ID Card
 

1 - No vehicle has right to enter the space of exhibition during holding exhibition;

       2 - All participants’ vehicles during exhibition shall be placed into parking;

       3 - To enter participants and employees of pavilions to exhibition space for equipping pavilions during exhibition, the special cards will be issued and delivered to them according to the forms submitted by exhibition executor committee;

       4 - The number of mentioned cards will be issued according to the relevant forms and stipulated area of each pavilion;

       5 - Participants are obliged to badge the offered card on their chest;

       6 - ID Card is non-transferrable to others;

       7- ID Card is issued only to introduce the participants and any misuse will be prosecuted according to the criminal laws;


Article 8- Goods Transportation to Exhibition

     1-     Transportation costs of participants’ goods from outside to the exhibition and vice versa are paid by participants;

       2- Installation of requirements into pavilions shall be performed by participants;

      3- No goods will be carried out of the exhibition without consent of exhibition executor during the exhibition period (even the considered goods have been dealt with);


Article 9- Customs Affairs

Participants importing and clearing temporarily their consignments from customs to take part the exhibition shall follow the following items:

       1- Clearance certificate will be issued only for pavilions enrolled as exchange;

       2- All consignments shall be unloaded in one of Tehran air customs or Shahriar customs till one week before exhibition period;

       3- The consignment invoice and packaging shall be delivered before submitting consignment;

      4- The special certificate of state organizations and foundations including Telecommunications, Ministry of Defense, etc, required for the imported consignments shall be obtained by participants;

      5- Imported goods shall be delivered to storage of customs importing goods within 3 days after end of exhibition;

Article 10- Visa

If participants and visitors are foreign citizens, they shall obtain Iranian visa by cooperation of exhibition executor. It can be possible by completing visa form and submitting it together with copy of passport to secretariat of exhibition till maximum one month before exhibition.

Article 11- Safety & Security Issues

       1- Pavilions’ in-charges shall be permanently present in all hours of exhibition at the place of their pavilion. No pavilion has right to be closed before end of visiting hours;

       2- The participants are responsible for maintain the goods during entering to exiting goods out of exhibition within working and visiting hours, but the exhibition executor undertakes to maintain the goods during non-visiting hours (exhibition period);

       3- It is forbidden to apply explosive materials in decoration of pavilions and in case of failure in observing regulations and facing any accident, participants are responsible for paying arisen damages;

      4- After placement in exhibition, the explosive materials shall be immediately removed out of exhibition;

      5- All in-charges of pavilions or their representatives are obliged to plumb the saloons (10 a.m.) and attend exhibition. Any subsequences arisen from on time absence will be on pavilion holders;

      6- To further maintain the valuables, pavilion holders or participants shall observe the special security items;

      7- Keeping lights non-protective, fire instruments and materials including oil, etc into pavilions without written consent of secretariat of exhibition isn’t allowed. Participants requiring the materials such as oil and such alike for representation of their goods shall negotiate with exhibition fire fighting authorities and proceed according to instructions issued by mentioned organization;

Article 12- Insurance

      1- All internal equipment of pavilions will be under insurance by exhibition executor against probable accidents (fire, thunder, explosion and earthquake) during exhibition period; 

Article 13- Publications, Advertisements, Photo & Film Taking & Calligraphy

      1- Participants’ particulars are published in a collection, titled as exhibition book, containing name, address,     phone and fax numbers of participants and specifications of goods supplied by each participant. (Note: Since the subjects are published in book exactly stipulated in the application form, any deficiency or mistake in specifications of goods or companies will be on participant);

       2- Exhibition book will be published into two English and Persian languages;

     3- Participants shall cooperate with exhibition secretariat to represent and distribute any book, bulletin, brochure, film and such alike into pavilions during exhibition period;

      4- Participants are not allowed to advertise their goods through false advertisements against goods similar to other participants;

      5- Flags and trademarks related to participants shall be installed in the scope of exhibition. It is forbidden to install such flags and marks in the major and minor routes to be designated for passing visitors;

     6- It is forbidden to install any loudspeaker or other audio instrument making noise and bothering other participants;

      7- Participants have right to take film, sketch or photo from any section of exhibition which may be used for exhibition publications, and the participants have no right to claim for concession fee;

      8- Photographers and cameramen shall take film or photo from the exhibition, unless with prior consent of exhibition secretariat and under observing conditions and regulations assigned;

       9- Participants are allowed to install no advertisement including motto, tableau, writing, etc;   

   

Article15- Other Facilities

In the exhibition space, banking and insurance services, customs, vehicle, mail, telegraph, phone, fax, lecture saloon, film show saloon, photocopy, printing, copying, goods transportation, and lift truck are available for participants. 

Article 16- Other Items

      1- Showing and advertising goods contrary to Islamic morals are prohibited;

      2- Participants can show the performance method of their machinery and instruments if with written agreement of exhibition executor. (It is necessary to observe all safety items and protective proceedings in this case by     participant, and exhibition executor has no obligation against probable accidents or damages. Participants are obliged to compensate the financial and life damages arisen from their representation functions, and experts of exhibition executor will determine the arisen compensation);

      3- It is prohibited to show the foreign goods or advertise them through tableau, poster, brochure, etc in the   section of domestic products; otherwise, the pavilion costs will be calculated and received as exchange according to regulations of foreign section;

Facilities of Pavilions:

       Partitioning (for roofed pavilions), space frame (for open pavilions), sufficient light, electricity plug, 3 seats and 1 table for each 12 m2, inscription written in Persian and English languages, and floor moquette.

Services of Pavilions:
Public advertisements, notice in wide-circulated newspapers, installation and billboard execution costs throughout Tehran and entry gates of provinces, delivering five books for each participant, TV and Metro Payam advertisements.

Attention:

        1- Paying all costs is obligatory;

        2- Paying all costs of companies as agency of foreign products will be in foreign exchange;

       3- Companies having special pavilion construction and designing and executing their pavilions into double      floors shall pay the costs of 2nd floor for each 1 m2 execution;

Applicants are obliged to pay total rentals of pavilion up to end of sep. 3, 2010; otherwise, the instruments and equipment will be prevented to be entered to saloon.
Note 1: All payments in foreign exchange must be drafted on bank and paying in cash is prohibited.
Note 2: All payments must be net and without deductions in the name of Naji Pas Co.
